Reef Plan has institutional arrangements to ensure actions are implemented in a timely way and coordinated across agencies and programs. The key decision-making body is the Great Barrier Reef Ministerial Forum.

To ensure information is provided to the Ministerial Forum in the most appropriate format, a number of committees have been established. These committees help ensure a coordinated and cohesive approach to implementation, and appropriate commitment of resources to actions.

Intergovernmental Operational Committee: provides implementation direction and comprises senior officers of the principal Australian and Queensland Government agencies involved in Reef Plan.

Partnership Committee: comprises senior representatives from Australian and Queensland Government agencies, Regional Natural Resource Management Bodies of the reef catchments, industry bodies and conservation groups. For more information, see the Partnership Committee page.

Independent Science Panel: provides independent scientific and technical advice as directed by the Intergovernmental Operational Committee on Reef Plan science needs.  For more information, see the Independent Science Panel page.
